US Rural Development Telecommunications Program
USDA Rural Development's mission is to increase economic opportunity and improve the quality of life for rural residents. Rural Development has invested more than $76.8 billion since 2001 for equity and technical assistance to finance and foster growth in home ownership, business development, and critical community and technology infrastructure. More than 1.5 million jobs have been created or saved through these investments.
USDA Rural Development provides many programs for financing rural America's telecommunications infrastructure. The Traditional Telephone Loan program consists of hardship, cost of money, and guaranteed loans that finance voice telephone service. Since 1995, every telephone line this program has constructed has also been capable of providing broadband service using digital subscriber loop (DSL) technology.
Broadband Loans
Rural Broadband Access provides loans and loan guarantees to fund the cost of construction, improvement, or acquisition of facilities and equipment for the provision of broadband service in eligible rural communities. This final rule prescribes the types of loans available, facilities financed, and eligible applicants, as well as minimum credit support requirements to be considered for a loan.

Rural Development Community Connect Grant Program
The Community Connect program serves rural communities where broadband service is least likely to be available, but where it can make a tremendous difference in the quality of life for citizens. The projects funded by these grants will help rural residents tap into the enormous potential of the internet.
The Community-Oriented Connectivity Broadband Grant Program is designed to provide financial assistance in the form of grants to eligible applicants that will provide currently un-served areas, on a "community-oriented connectivity" basis, with broadband transmission service that fosters economic growth and delivers enhanced education, health care, and public safety services.
